The Clerical Council

The Clerical Council is the sacred governing council of the Holy State, comprised of 16 Cardinals appointed for life by the Guardians of the Holy. The Council ensures the divine path of the faithful is preserved in all temporal and spiritual matters.

Composition and Appointment

The Council consists of exactly 16 Cardinals. These Cardinals are appointed for life by the Guardians of the Holy. Doves do not sit on the Council and are elected within their own order. To maintain impartiality and sacred balance, no Council member may form or lead a committee.

Council Responsibilities

  • Overseeing and approving committee proposals formed by non-Council Cardinals and Doves.
  • Guarding doctrinal integrity and maintaining the Holy State's theological purity.
  • Managing the sacred Chariot Train System and its public-private rail structure, including the 50% Chariot Charity policy.
  • Governing the economic sanctity of farming, taverns, restaurants, shops, and all land transactions. Brothels are permanently banned.
  • Ensuring transportation sanctity—only train chariots are allowed; all other transport is forbidden.
  • Overseeing holy marijuana cultivation as both a sacred plant and a divine cash crop, treated with reverence similar to the Rasta tradition.
  • Encouraging divine innovation in train technology, space exploration, and sacred resource extraction.

Committees and Membership

Only Doves and non-Council Cardinals may form committees to address issues of doctrine, governance, science, faith, agriculture, education, and more. The one who forms the committee becomes its lifelong leader.

While they may form and lead committees, Doves and Cardinals may not join as members. Membership in committees is reserved for ordained individuals, including bishops, monks, priests, and nuns. They may freely join any committee that aligns with their divine calling.

Divine Oversight

All decisions and operations of the Clerical Council are subject to the divine authority of the Guardians of the Holy. These guardians may summon the Council or overrule its decrees according to sacred necessity.
