The multiple orders defense is governed by a **Council of Defense**, which ensures the safety and security of all its members. At the heart of this council is a leader that is either a **Cardinal** or **Dove**. The head of the Council of Defense is appointed by one of the **Guardians of the Holy**, ensuring that only those of divine trust are given this sacred responsibility.
The election rule is in place as a safeguard: if the **Dove** is chosen to lead an order, even if they lose the election in subsequent cycles, they will still remain the head of the Council of Defense. This ensures continuity of leadership, stability, and the protection of the Dove's role, safeguarding the integrity of the defense operations and the vision of the Order.
